[Winona Online Democracy]

All Superintendents are a reflection of the majority of the school board since the board has the final say in hiring, terminating and compensating those responsible to carry out their agenda.  Regardless of who fill the roll of the Superintendent the board is the control.  The board is elected to reflect the will of their electorate.  The Superintendent is the solder who is executing the orders of the board and if not the board is still accountable since they can hire another solder.  While the board sets the public policy it is the Superintendent and staff who are directed to follow the marching orders like it or not.  A good Superintendent and staff will debate the policy of the board “with the board” but in the final analysis it is their roll to follow board orders or resign.

The last thing any board needs is a Superintendent who has their own agenda and who tries to subvert the board’s agenda by working the “teachers or public” so as to create their own power base.  The Superintendent and their staff serve at the will of the board or should be fired.  If a board member in representing their base can not convince a majority of the board to change policy then they do a disservice to their base and should also be replaced.  Leadership is convincing others to a course of action which may not always be popular but might be best for the organization, the long term or is necessary to move forward.

Management is not just having everyone hold hands and sometimes requires a leader to step on someone foot.

As the saying goes.  “Don’t kill the messenger”
