If you just need to capture on your own machine and later analyze the traffic with, let's say, Wireshark, I would probably use Microsoft Netmon and then open the capture with Wireshark.
If you are looking for a more programmatic way, then there a couples of choices - write a wrapper on top of the NetMon 3.x APIs and integrate them into WinPcap. Please remember that Netmon does not come by default on Windows Vista/7, so the user would need to install it manually (you cannot redistribute the Microsoft Netmon installer) - create an NDIS filter driver to capture such traffic and integrate it into WinPcap.
