Netmon might work with WWAN adapters, I never tested them. In general Netmon does work on NDIS adapters (it actually only works on NDIS ones).

If you are looking for a more programmatic way, then there a couples of choices - write a wrapper on top of the NetMon 3.x APIs and integrate them into WinPcap. Please remember that Netmon does not come by default on Windows Vista/7, so the user would need to install it manually (you cannot redistribute the Microsoft Netmon installer) - create an NDIS filter driver to capture such traffic and integrate it into WinPcap. As I desperately want to capture PPP (aka Dialup / DUN) connections under Windows 7 I would like to know what effort needs to be done in order to make it work.
