Do you know any api(WInPcap or win32 or another) that I can use to retreave the ethernet card info(like mac address or name) that is being used by DSL from the IP address of the pppoe connection?

I'm not sure I understand your question. I never encountered an ethernet
card from which it was not possible to capture (provided that you disable
some hardware optimizations like TOE). But ISDN is not on ethernet, for
example.

Do you mean something like a DSL modem connected to your computer via
ethernet?
If so, you can definitely capture the packets there, but the packets are
not
encapsulated in the "classic" ethernet->IP->tcp/udp fashion. It's usually
something like ethernet->PPPoE->PPP->IP (or something similar to this
that
I
cannot remember now) so you might need to modify your dissection code
accordingly.
