The second possibility is more probable.
Can you try what happens with the exsamples shipped with the developer's
pack?
I've just tried to recompile a couple of them (one using wpcap.dll and one
using packet.dll) and they seem to run perfectly on my WinXP/WinPcap3.0a
laptop.
If they work on your machine too, there's probably something weird in your
program.
