Yes, I probably have run a program from a command-prompt window on this 
computer.  Now the Windump executable file I downloaded is located on this 
computer's desktop.  So in the command-prompt window within the desktop 
subfolder I typed the expression within the quotation marks "windump -d" and 
obtained the result:

windump: listening on \Device\NPF_NdisWanBh
<000> ret    #96
.
This result appears to be the same when my computer is both connected and 
unconnected to the Internet.  Does this evidence lead you to conclude that 
WinPcap is doing what it is supposed to do on my computer?  Thanks again,
