If you're doing, for example, PPP over ISDN, then, with WinPcap 3.1 beta, you can probably capture on the PPP interface, although the traffic might look like Ethernet traffic (due to the way Windows handles PPP and the like); with earlier versions that's not guaranteed to work. However, you *probably* won't be able to see all the ISDN traffic - you probably won't see the D-channel traffic, for example.
As I understand it, 3.1 beta uses the Network Monitor driver, rather than the WinPcap driver, to capture on PPP interfaces (again, due to the way Windows handles PPP and the like, which doesn't work well with the way the WinPcap driver works; I think the Windows networking code makes special arrangements for the Network Monitor driver) - *maybe* it captures at the "raw ISDN" level (although I don't think ISDN itself has any notion of framing on the B-channel, it just provides a bit stream service, so I'm not sure how "raw" it could be), but I suspect not (I suspect non-"networking" stuff, i.e. stuff other than PPP and the like, is done either in the driver or in other code that's not part of the networking stack, and thus its traffic is, I suspect, not available to the Network Monitor driver).
