This is an issue due to a forward
declaration of the pcap_t structure that the MC++ does not like.
Please look at this answer (and related
thread) I gave to a user having the same problem.

I have WinXP, I develop under VC++ 7 (from .NET
package), wpcap.dll is present in system but in output I get message like
follow: 'Devlist.exe': Loaded
'C:\WINDOWS\system32\wpcap.dll', No symbols loaded.
