Hi Dom,

I am surprised you weren't able to do this kind of specialized expedition. 
The association evaluates plans once a year (in February, I think) and 
authorizes a few every year. I believe the information on how to submit a 
plan is on the ura.ad web site. At least it used to be. A key element is 
involving local hams to educate them on the mode.
