You are correct.  However RRM should handle this for you.  You may want to let 
that settle first and then adjust if necessary.  If high density, then it is 
likely that power will want to go low for you.  There is a setting for TPC 
minimum that will prevent the algorithm from going below your settings 
preference.  The entry format for this is in DBM.  So you can do the conversion 
and put the value in there directly.
