Not sure why... but apple is unwilling to provide me any bug id specifics. Our campus also doesn't have any support/engineering agreement with apple - so that may be part of it..... they were kind enough to take in the info I gave them... and they have reported back to me that the issues I see is something imacting other big customers.
They believe its currently resolved in the latest beta of Mavericks (10.9) - but can't say if there will be a patch for earlier versions of macosx. Best option is to contact AppleCare - especially if your school has a support contract - might be able to get more info than me. If it helps my case # is 480081631.
