Make sure that the NPS is configured to Proxy and not authenticate to the next Radius in the chain. Verify with Wireshark (or similar). We're using Windows NPS as our RADIUS server. We're running into a strange issue where our users can connect fine to eduroam when they are here on our campus and when they are visiting other eduroam campuses; however, we aren't passing any requests when testing a "visiting' eduroam account.
