I followed the the setup chapter in a paper of the UNINETT led working group:

Your problems sounds like issues with the radius proxy config. How to handle 
the different realms is described in the whitepaper, too. Did you setup your 
NPS to pass all RADIUS request with realm from visiting users to the 
radsecproxy?

Good afternoon,

We're in the testing phase of rolling out eduroam on our campus.  We're using 
Windows NPS as our RADIUS server.  We're running into a strange issue where our 
users can connect fine to eduroam when they are here on our campus and when 
they are visiting other eduroam campuses; however, we aren't passing any 
requests when testing a "visiting' eduroam account.

I was wondering if anyone would be willing to impart some knowledge.  Thanks in 
advance.
