So it is supposed to work like Apple's implementation? From what I saw the device maintained the random MAC address after associating. They had been connected to our WiFi for several weeks, so it should have been a known network and not used the random MAC. DHCP logs didn't show discovery packets from the device with the random MAC. After disabling the feature and rebooting the device was able to reconnect. This came in late on Friday and I didn't want to tie up the student so I didn't do anymore digging on the device.

They randomize them while probing wifi networks, so that the device is not unwittingly being tracked or monitored. When the device deliberately connects to an SSID, however, the MAC address remains the same. Windows appears different in one particular way, to be fair, in that the MAC address will randomize if the user chooses to forget the connection and then reconnect to it.
