Security and accountability concerns. If people are on open, they cannot be associated with a user name, and if there's a problem either of technical or policy nature we can't track them down to correct the problem. If we shut down open in the dorms, then students will just go to the 802.1x encrypted and stay there.
We encourage that behavior by severely limiting the bandwidth on open and blocking access to youtube, netflix, and similar video streaming sites.
