Both.

And I think that's an important thing to keep in mind.

Lots of people would take advantage of 802.11, given the low price of
cards.

People who really *need* WAN coverage, though, will pay more for it,
and are likely a *much* smaller group... but the two groups are *not*
necessarily disjoint, nor need they be.
