[1] If I've an STA performing a passive scan and it can see 2 AP in the ESS
(with same SSID) it's looking to join, which STA will it chose to associate
with (assuming authentication would be succesful with both)? I'm guessing
that it would make its choice on RSSI, but could anyone confirm this to be
the case?
[2] If it isn't RSSI, what is it?
Most manufacturers used to do it based on SS. However, some of them,
e.g. Agere, started to base the decision on the AP load too, as in their
latest firmware 8.1. This can be confirmed from the readme file with
the firmware upgrade.
[3] Finally, is the selection mechanism at the discretion on the
manufactuer?
Yes. and it changes based on the firmware version!
