Sorry Tony but those aren't actually the FCC rules that govern PTP.

The Rules State that:
For Point to Multipoint:
The power of intended radiator can not exceed 1W (30dB) and the antenna
can not exceed 6dB.
For every 1dB of increase at the antenna the power of the intended
radiator must be reduced by 3dB.
The EIRP can not exceed 4W.

For Point to Point:
The power of intended radiator can not exceed 1W (30dB) and the antenna
can not exceed 6dB.
For every 1dB of increase at the antenna the power of the intended
radiator must be reduced by 1dB.

This applies to all the ISM bands not all the UNII.

Tip: Use the least amount of power you can at the radio and an antenna
with the strongest gain allowed 
      by law to get the highest EIRP.  That is if you really care about
the law. LOL
