This is not a easy link, the first problem is going to be LOS with
curvature of the earth and Fresnel zone issues.  Do you have the long
lat?? I can run a profile and see how it looks. But assuming you have
LOS it on paper it could be done. Using the TurboCell protocol to remove
the timing issue, and something like our 200mw cards and 24dBi gain
antennas (which is in the FCC approvable process), tower mounted with
little cable loss a 1Mb connection might work.  

A 72 mile shot has already be done with a setup like this. A 100 mile
shot from a plane to a base also was tested also so it very possable to
make the link!
