That would be easy for them; it shouldn't be too hard for them to setup MRTG or something similar on their uplink ports, and it would be your responsibility to check it, like the meter. I suppose they should put it on the bill, as well.
It might be nice to see the usage on my link, but if they charged per MB or whatever, I'd choose another provider.
