You classify yourself, based upon how much you want to pay. If he felt
like paying $5K/year, he could pay $5K/year. If he felt like paying
$2500/year, he could pay $2500/year. If he felt like paying $500
one-time, he could do that. If he didn't want to pay anything at all, he
could get one from APNIC rather than ARIN.

Okay, well, forgive me if I don't have a lot of sympathy for the plight of
people who want to multi-home, but don't want to either spend $7 on RAM
or figure out how to balance partial routes against a default.
