I have looked at the iPaq, I assume this is a top of the range model. It provides WEP and VPN but not 802.1x (it is not yet a PDA standard - but in the works).

If you are looking for a VPN type connection, there are a few PDAs that can do this. Others are just too slow. If you are looking to do a captive portal like nocat, do note that browsers on handheld devices don't work very well with browser based solutions. Nocat relies on a popup window that is opened via Javascript. PDAs generally don't do popups.
