If you can, try borrowing someone's Orinoco or Cisco card.   Some of the
cheaper Intersil based cards have fair-to-average recieve sensitivity, and
can vary quite a lot for no aparent reason.   You might have better luck
with another one of the same card, or you might be better off with a better
quality card.   If you can get a loaner, I'd try that first just as a
trouble-shooting step.

I have seen the output rating on BEFW11S4 v.2 in a couple places as 80 mW,
but I have never verified this..   Take everything that I say with a grain
of salt...
