I checked into the directed perception units, and here are the specs, but
WAY pricey!!

Enclosed are specs for the Miniature Computer-Controlled 
Pan-Tilt Unit that you requested.

The PTU-D46-17 is a high-performance, low-cost pan-tilt that 
moves over 300 deg/sec with 3.086 arc minute resolution. Measuring 
only 3" x 5.1" x 4.25". Load capacity is over 6 lbs (50% greater than the
PTU-46-17.5 model!) Plug-and-play using RS-232, or RS-485 
network, host commands precisely control unit speed, acceleration, 
position and configuration. Self-calibration upon reset ensure 
reliable absolute positioning. On-the-fly changes support both 
position and velocity servocontrol. Designed for battery-powered 
operation, it provides power management commands and flexible 
input power requirements.

The PTU-D46-70 is a higher gear ratio version that has a 9 lb 
payload rating (50% greater than the PTU-46-70 model!). It offers 0.77 arc
minute resolution, and a top rated speed of 60 degrees/sec. 
In addition, a nodal option is available which allows you to mount 
your load at the intersection of the pan and tilt axes: this can 
be useful when you want to minimize image motion induced by panning 
and tilting, laser pointing, etc.

Other options include: 
   * High performance AC/DC international power supply 
     (model PT-PS-INT30V)
   * Weatherized option provides outdoor use 
   * Extended I/O option: control from an analog joystick,
     mouse/trackball, control other RS232 devices
   * C Programmer's Interface (model PTU-CPI) which provides easy
     programming from your host computer, and support for binary
     communications (important for high update rate applications
     like tracking).

well most of the computer controlled mounts I work with are equatorial 
whereas what you're probably looking for is altitude-azimuth mount.

directed perception makes such items for security cameras... this came up 
on bawug before sometime in 2002 don't know what came of it...

There are products in the maritime and defense industries that are two 
axis computer-controlled mounts but most the the items I've seen that fall 
into that category are mounted on vessels not small automobiles.

I would probably exhaust all options involving omni-directional antennas 
before I headed to far in this direction.
