The only authoritative US data I know of is published by the FCC, but they do it by zip code such that if there is any broadband in a zip code, then they count the entire zip code as broadband enabled. That's how you hear reports of 80% or more availability of broadband.
 
I'm not aware of any US ILEC or cable MSO carrier that claims 96% of households they serve are broadband enabled. I'd be very interested if anyone has a pointer to more detailed data than the FCC site, especially for ILECs.

Contemplating the thought of starting a WISP in my county (Indiana), however I was told today that about 96% is broadband enabled via cable and/or dsl.  My question is whether Verizon/Sprint/SBC (or any other private database) has public info regarding POP locations so I can determine the validity of this percentage.  Any information would be very helpful in determining whether or not to packup shop and move business to the next county.
