Last I knew, none of the local community wireless projects have any form formal agreements, not between bandwidth suppliers and consumers (who are nearly all homeowners). It's all very ad-hoc in the legal sense, and there's absolutely no guarantee that the current bandwidth grants won't just go away.

It is a very good idea to get permission form your landlord before putting up an antenna. One of SFLANs first four radios was removed because the blowhard who kept claiming he had permission to access the site didn't actually bother to get permission from the people responsible for the tower.
