Just completed a 12 story building (Hotel) in downtown NYC using almost exactly this same configuration (23dBm AP ,13dBm 120 degree Sector antennas). Ended up going every other floor down to 3. Lobby was covered by the gateway AP. We used the Sectors in Vertical mode, we tested Horizontal but the coverage at the outer edges went from Excellent to Fair so we flipped them back..
