Is the signal *strength* what's changing, or the signal to noise ratio?

A much more likely explanation is that noise sources appear as the day goes
on... In-band you've got: cordless phones, microwave ovens, wireless video
transmitters, video baby monitors, bluetooth and other 802.11 users; and
out-of-band you've got broadband noise sources like bad dimmers, light
ballasts, motors, compressors, computers, etc. And that's just the sources
that could be present in the apartment buiildings themselves, not to mention
other industrial sources that might be nearby.
