We just got our Washington State CLEC license. I went through a consultant who was much more reasonable than an attorney. He negotiated with the ILEC's and got a fantastic rate for us plus got the prefixes, National NECA numbers, etc.. If you want I can hit you up with his email, just let me know. I can't believe why I didn't do this years ago.
