All,
Here are a few articles about how the ILEC's and Cable OP's got the edge
on providing video services without as many regulations. This would also
enable them the opportunity to treat the Internet as they see fit to
compete in this field without penalties. Also there is a blip on one of
the many factors that may have attributed to getting this bill written
in favor of the ILEC's and Cable OP's.
"By changing the playing field from broadband Internet
to cable television, Rep. Barton's draft may be paving the way for the
newly re-consolidated
telecom giants Verizon and AT&T to establish
next-generation telephone service - and thereby, Internet service -
under existing regulations whose
language applies only to the realm of cable TV."

"The FCC principles deal only with the consumer end of
things," said Earl Comstock, president and CEO of CompTel. "There's
nothing in this bill to
prevent the telephone or cable companies from
discriminating [against content providers]."

"The provisions will not stop the cable and telephone
companies from degrading Internet traffic and they do not contain strong
enough penalties to
discourage misbehavior," said Gigi Sohn, president of
Public Knowledge.

"The bill would give large Digital Subscriber Line and
cable-modem providers "a blank check" to freeze out companies that
provide competing Web
content and services such as voice over IP, Mark Cooper,
director of research for the Consumer Federation of America, said during
a news
conference."

AT&T, Comcast, Time Warner and Verizon Communications
spent $230.9 million on politicians from 1998 until the present, while
the three Internet
companies plus Amazon.com and eBay spent only a combined
$71.2 million. (Those figures include lobbying expenditures, individual
contributions,
political action committees and soft money.)
