To be honest, for that little usage, especially for something like Skywarn, I'd probably let him have access free of charge, with the understanding that it really is only for weather emergencies, and if I see traffic from his connection and it's bright and sunny outside we'll have to revisit the deal. Normal one-time charge for whatever equipment you have to provide, obviously.
