You have ultimate control over the traffic leaving your network.  You could 
have it all leave one carrier or balanced in some way.

You can influence the traffic coming in by AS prepending, but it's 
ultimately up to the other networks on the Internet as to how the data gets 
to you.

There are other things that I don't know much about.
