The only thing we have to do is to stick to the tariff. And the tariff must be approved. Normally the FCC and NECA and the state regulators attempt to enforce fairness in tariffs. However things like leased lines (for backbone connections) are frequently unregulated and the telcos are free to use market forces to make their deals. So, no it is not a requirement that I know that anyone in this business has to charge early termination fees.
