But you really are not harming the subsidized utility. For example, we have about 900 customer on our public utility. We charge them a little more than $10 for local service. $9000 per month. But the FUSF, SUSF, and NECA settlement probably amounts to 2-3 million a year. If you take my customers, the amount of my subsidy per customer increases since they have to keep me whole. That is the magic of rate of return regulation. The investment is what drives the amount of the support. Not the number of customers. We actually petitioned to give folks free service a few years ago and the regulators would not allow it.
