I would continue to turn the power down (probably to 0) and see if that helps. We had a -35 on our link (at +20db power) and had to turn it down to +13db to get a -42 and then the MSE went from -20ish to -33ish.
I would do it on the "local" side first, to see what happens in case the link completely drops out.
