So according to the document from Hawaii, 3.6 GHz should have lower atmospheric attenuation (I'm assuming this is similar or the same to free space loss) than 2.4 GHz. I'm not at sea level, but I am by no means at 9150 meters!
Because water is the molecule at play here, that would also show a difference in foliage penetration.
