I have a 100 meg pipe that I pay about $1k for. But it's that low because I only pay for our average usage (well, 95%).
If I were buying 20 megs I'd not give a rip how much of that people were using. Well, I'd care, but not nearly as much. If we did it that way we'd at least have a stable bill. As it is our bills keep going up and up, fast, so we watch what people do very closely.
