For 2-4 I was going to suggest using an APC and a Mikrotik board using serial (or if you can find a cheaper APC with network capabilities).
As was said about 99% of the units out there are good. I have only seen one bad APC unit itself (though someone did plug the 110v unit into a 220v circuit). Just get be sure to get new batteries!
