Here's the deal.  You can't stop the spending.  You can't.  All we can do is take the spending in a direction that helps the most people and is less wasteful.  There are two options.  Wasteful spending with benefits and wasteful spending with no benefits.  Getting rid of wasteful spending is not an option.
