First, I can understand the Earth Station's concern about your customer sites but by properly engineering your network and showing your propagation patterns on a map, I believe you can address their legitimate concerns.

Either prepare or buy a propagation map showing that your access point will not interfere with the Earth Station. Then, show them how your customer sites will be pointed back toward your access point and NOT at the Earth Station, except in a few customer cases. Show them a coverage plot of the customer site closest to them that points away from them thus not creating any interference. Finally, show them a coverage plot of the closest customer site that IS pointing at them but that does not reach and interfere with them. They should then clearly understand that you have engineered your network in a way that will not create interference for them.

deployment on a case by case basis.  I'm at the edge of the 150km 
exclusion zone and have a mountain range in between us.  This is getting 
really annoying.
