As we can all see, This is very dependent on market. Bret here has had a great time with cogent, where others are quick to say its a lesser provider. Arguing which carrier has better uptime is a waste of time.
Long story short, Pick what is the best in that market. You might even get away with looking up some of the big company's in your city, and if they peer with someone you might also want to peer with (like cogent). Give them a call and see if you can get a tech, see what they have to say about $CARRIER in your area. They might tell you to jump in a lake, but you might get someone cool who is willing to talk.
