I have found HE.net to be one of the better organizations out there.
Take a peek @ their peering map -   they also run one of the better IPv6 
tunnels out there. 

Why do you say they have peering issues? 

One of the reasons I like them is because they have an open peering policy:

There are a number of folks who, at the end of the year, are dropping peering 
relationships that have expired - so it could be simply that your providers' 
providers provider may have had their peering change. 
Not that uncommon. 

You will see a drop on all of them - and then they will build back up. 

A great website however to see what is happening is www.TRACEROUTE.org  - from 
here you can use looking glasses and routers world wide to check the status of 
your network, bgp paths etc...
