I am not saying he.net is bad, they are just not tier 1.

I have found HE.net <http://HE.net>  to be one of the better organizations
out there.
Take a peek @ their peering map -   they also run one of the better IPv6
tunnels out there. 

Why do you say they have peering issues?

One of the reasons I like them is because they have an open peering policy:

There are a number of folks who, at the end of the year, are dropping
peering relationships that have expired - so it could be simply that your
providers' providers provider may have had their peering change.
Not that uncommon. 

You will see a drop on all of them - and then they will build back up.

A great website however to see what is happening is www.TRACEROUTE.org
<http://www.TRACEROUTE.org>   - from here you can use looking glasses and
routers world wide to check the status of your network, bgp paths etc...
