Definitions are tricky; unnecessary adjectives can be
problematic. WISPs in the US are primarily but not exclusively
unlicensed, which here means Part 15; in the UK, though, as a
counterexample, they're generally "licensed light" (5.8 is treated
more like the 3650 band is in the US). But they're WISPs too, as are
3650 users here and, I'd suggest, some WCS and EBS/BRS licensees and
lessors. And is it no longer a WISP if it's not based in the local
community, but covers a wider footprint? And what if some of its
services aren't all done using IP -- does the definition have to
inject a protocol?
On the other hand, "mobile" opens a whole world that is outside of
the WISP purview. Hence satellite and mobile can be explicit
exclusions in the "primary" definition. So I suggest a short and sweet one:
A WISP is a provider of Internet access and related services that
primarily operates using non-mobile terrestrial radio technology.
A WISP is a Community based, Wireless Internet Service Provider that
operates using terrestrial-based radio technology, primarily
governed by FCC Part 15 regulations; to transport and sell fixed
wireless broadband access or related Internet Protocol derived
services to end users.

I will ask again, what do the regulations have to do with anything?
What about non-US, especially Canadian and Mexican
organizations? Why are we excluding them?
Why exclude wholesalers and others that only provide middle mile transport?
I dropped the word "wireless" intentionally as it is redundant or
makes a circular definition.
How about:
A WISP is a Community based Internet Service Provider that operates
using terrestrial-based radio technology to transport and sell fixed
wireless broadband access or related Internet Protocol derived
services to end users and/or other service providers.
