Why even mention the regulation or regulator at all? That makes it a
USA-centric definition. While WISPA is mainly a US organization,
it's part of a worldwide industry -- look at all of the worldwide
action in the vendor forums.
I still like my shorter one:
A WISP is a provider of Internet access and related services that
primarily operates using non-mobile terrestrial radio technology.
