USF should not go to areas that meet criteria for an already demonstrated ability to have private sector dollars profitably deploy broadband. Check out my blog on the topic with a data chart for a few states as to the household density of those areas with existing broadband and those without. USF funds on a state by state basis should not be able to be used in areas that fall within the numbers where it has been proven that broadband systems have been deployed without USF assistance
