www.arin.org assuming you are in the Americas. Otherwise you will get
assignments from the organization for your area.
IP addresses are not cheap, but are obtainable.
I know Bret said NAT is not ideal, but I have 500 customers behind a
couple of NATs in the same /24 from my provider and I do not have any
problems.
