The problem I could have is with my provider , they seem to be upset. because
of this. That is why I would like to assign my own addresses. Unless there is
another way.

Personal opinion here:
Unless you have a subpoena from a law enforcement agency, you don't need to
do a thing.
If you have a subpoena, explain to them that your network configuration does
not allow you to identify the user. Ask them what kind of assistance they can
offer.
End of opinion.
They should know the IP address on the other end. Run Torch on the inside of
your network with the other IP as the Destination address. See which customer
hits it.
OR, run Packet Sniffer (a MT tool) withe the IP address in the filter. After
a while analyze the file with WireShark or something similar.

www.arin.org assuming you are in the Americas. Otherwise you will get
assignments from the organization for your area.
IP addresses are not cheap, but are obtainable.
I know Bret said NAT is not ideal, but I have 500 customers behind a
couple of NATs in the same /24 from my provider and I do not have any problems.
What issue are you trying to solve?
