I don't believe a rural cooperative can prevent you from pulling numbers from the NANPA. They are even required to interconnect with you for the exchange of traffic which, under the new rules, will *eventually* (like 9 years out) be at bilk-and-keep. You might however have to interconnect indirectly, via a third-party tandem, and there's some issue of recourse if they block calls to you. They are not required to lease you any network elements.
