That is more likely due to exposure to sunlight and the exposure to the elements...manufacturing practices have changed over the years...now products have a shorter expected by design life expectancy..this is also reflected in the price / cost... Not everything is getting build like Sherman tanks !
Weep holes are necessary..and there is a reasonable size and location for them..
